Is it possible to use .webm movie background (or header) with phpbb2?

If you edit your style's template files you can add any HTML, so a WEBM video shouldn't be a problem. Just look for the right place for you in templates/<your_template>/overall_header.tpl. For example, you could replace the default logo with a small video by replacing this:

Thanks for the quick response. I am using this template
I found only background setting in the main css file.

So I need to put the video code ... Which file I need overall_header or overall_body?

overall_body.tpl does not exist. If you want it on top of every page, it needs to go in overall_header.tpl. I don't have an install to test on, but looking at the files for your template the header image seems to be this code (and the banner is cut into a few images defined in CSS):

So presumably you could replace that table with your video code and the appropriate container and CSS to display it as desired.

That would be in overall_header as well, assuming you want it on every page. It seems to me that inserting something like the following just after the body opening tag would work:
